The Singapore education system has been referred to as being one of the most successful educational systems in the world. This is, in part, due to the sound educational policies and research in the shaping of curriculum and management practices for schools.

Professor Goh is a bilingual and bicultural scholar, specialising in the field of bilingualism, an area of great relevance and importance to a multi-racial society such as Singapore. He made significant contributions to the system of bilingual education in Singapore when he was appointed academic advisor to the Ministry of Education in 2001 to pioneer a novel experiment of Bilingual Approach to Teaching Chinese. The unprecedented pilot project was implemented in 11 primary schools whereby teachers were empowered to make full use of English as a supplementary tool to facilitate the teaching of Chinese at the initial stage
An Independent appraisal of the Chinese Language department (conducted by Dr Chua Chee Lay (NIE sub-Dean and tutor of Mr Lee Kuan Yew, Mr Lee Choi Lan  (NIE) and Madam Wong Lee Er (a respected Mandarin teacher trainer from Singapore )  was conducted. The team confirmed the high standards of the Chinese Language taught in SIS.
After visits of SIS schools by education and system experts from the International Finance Corporation (World Bank Group),  IFC East Asia Regional Director Javed Hamid confirmed the high standards of SIS when he announced in a world-wide press release that “The Project (SIS) will extend access to high-quality primary and secondary education in Indonesia . It will provide direct benefits to students while providing a model for educators and teachers that can be used nationally to further expand educational opportunity”
Singapore International School (Indonesia) (SIS) commissioned two distinguished academics from the National Institute of Education (an institute of the Nanyang Technological University ), Associate Professor Agnes Chang and Dr. Ang Wai Hoong to appraise the school.  A simultaneous appraisal was also done by another distinguished academic Dr. Soh Kay Cheng (also of NIE) to assess the standards of our examinations. NIE is the exclusive government body that looks after teacher training and the development of the Singapore curriculum for all Singapore schools.

This independent appraisal not only confirmed the high standards in both the academic and non-academic areas, it also puts SIS amongst the top schools in Singapore . To quote the all encompassing line from the executive summary of the appraisers:

The school is indeed comparable to a good school in Singapore in terms of teaching and pupil’s performance.

Every year SIS selects one subject for appraisal to ensure standards are maintained. In 2006, the SIS Mandarin Language Programme was appraised by a high level team from Singapore comprising, Dr Chua Chee Lay (former National Institute of Education  Sub-Dean, and tutor to Lee Kwan Yew); Mr Lee Choin Lan (former NIE Teaching Fellow) and Mrs Wong Lee Er (Founder of Advanced Language Center, editor of Chinese textbooks and trainer of Mandarin teachers teaching in Singapore schools). In the executive summary to all SIS parents, the appraisal team said that they found the infrastructure of the appraised SIS schools to be as good as some of the top schools in Singapore. They said that this provides for a very exciting environment to teach the Chinese Language.

They added:

We are also pleased to note that the quality of teachers, infra-structure and teaching methodologies in the Singapore International School, and the other appraised SIS schools echo those that can be found in some of the top schools in Singapore.

Pupils will be prepared for the internationally recognized IGCSE educational qualification.

It develops successful students, giving them excellent preparation for their next steps in education, including progression to A and AS Level study, and equips them with skills for immediate employment. Cambridge IGCSE is recognized by universities and employers worldwide. In recent Cambridge check-point examinations at Primary 6 and Secondary 2 levels, SIS students performed extremely well, prompting Cambridge to make a special remark on the high academic standards of SIS.
